In addition to their religious functions, the mourning rituals of Muharram and Safar in contemporary Iran have also had political and mobilization functions. The second Pahlavi government, realizing the connection between Muharram and Safar and political resistance, considered these rituals a potential threat to its stability and implemented extensive control policies on them. This study, using a descriptive and analytical method and citing documents and sources, examines the policies and mechanisms of the second Pahlavi government in controlling mourning ceremonies in Shahrekord city and seeks to answer the following questions: 1- What were the control policies of the second Pahlavi government on Muharram and Safar ceremonies in Shahrekord and what impact did this have on the religious-political actions of the local community?
The findings show that the government sought to control the connection between mourning and the movement of Imam Khomeini (RA) through tools such as monitoring preachers, issuing limited permits, influencing delegations, and closing influential gatherings; But in practice, these policies led to the strengthening of the discourse of religious resistance and the expansion of revolutionary mobilization. The innovation of the research lies in its focus on the local level of Shahrekord and the systematic use of security documents, which reveal the neglected dimensions of the confrontation between religion and power
