Objective: The present study tries to analyze the speech acts in the Quranic quotations of the representatives of the first parliament of the Islamic Council with emphasis on the verses of war and jihad And to answer these questions based on John Searle's speech act model, what types of speech acts did the first representatives of the Islamic Council use?And what results are obtained from the analysis of the frequency of these actions?
Research method: This research was investigated and analyzed with a descriptive-analytical approach and using quantitative and qualitative methods.
Findings: The most speech act of the representatives' citations to the verses of the Holy Quran with the number of 40 cases out of 112 cases with 35.71% is related to declarative actions. 26.78 percent of the 30 cases include the obligation. The act of persuasion in the citations of parliamentarians has occupied 25 cases, that is, 22.32% of the speeches. 17 cases of declarative action, that is, 15.17% of the actions were dedicated to declarative actions, and finally no case of emotional speech was seen in these citations.
Conclusion: The results of the research indicate that according to the frequency of declarative actions in the representatives' words, it shows that they were trying to explain the situation to the people.
