Hijab has acquired complex dimensions in the contemporary history of Iran with the introduction of western culture and ideas and the negative interference of governments. Certainly, any investigation and solution thinking about it requires investigation of the roots of the form of public confrontation with the removal and discovery of the hijab, and of course the study of the policies of the governments regarding that issue. The city of Qom, as a religious city with a concentration of clerics, can be considered as a suitable case study in this field. In this research, with a descriptive-analytical method, by a library research and with the benefit of the archival documents available in them, I examined and of course analyzed the subject, and along with that, I tried to use the memories of contemporary people who were aware of the event (oral history). The citation and persuasive aspect of the work should be increased. The results and findings of the research can be expressed in this way that the policies and methods of Reza Shah's government in the field of implementation of the Hijab Banning Law in Qom can be divided into two dimensions, propaganda and implementation. The promotional aspects were usually followed in the form of hijab unveiling ceremonies and celebrations, which were mostly commanding and showy, and its executive aspect, which gradually became bolder, more serious and harsher than the first aspect; It included preventing women from attending and dealing harshly with veiled women in schools, offices, streets and public gatherings. The method of confronting people and scholars against the law of revealing the hijab was generally more of a defensive method rather than an offensive one.
