Given the importance of this recent movement, the present study, using a descriptive-analytical method and utilizing library, documentary, and publication resources, attempts to examine the intellectual-cultural foundations and principles of part of this widespread movement, known as the religious reform movement, in the form of creating modern Islamic organizations. Organizations that were the product of their thinking in the arena of Iranian political-social developments during this tense period of contemporary Iranian history. The research findings show that these organizations tried to prioritize cultural activities and make religious tracts, newspapers, and magazines available to the public in accordance with the needs of the world at that time, especially the Islamic world and adapt Islamic invitation and propagation to the requirements of the time, so that, while reviving the declining religious customs and traditions, they can confront various forms of atheism and struggle against tyranny and colonialism. آزادی کاملی که باخروج رضاشاه در دهۀ20 بر کشور حکمفرما گردید، مجالی فراخ و ارزشمند را برای بازگشت نیروهای مذهبی به‌عرصۀ حیات سیاسی-اجتماعی فراهم‌ساخت، تا همچون جریان‌های چپ و ملی‌گرا آسیب‌های وارده در دورۀ زمامداری رضاشاه را ترمیم‌ و مجددا فعالیت‌های خود را شروع کنند. باتوجه به اهمیت جریان اخیر، پژوهش حاضر سعی‌دارد با استفاده از روش توصیفی-تحلیلی و بهره‌گیری از منابع کتابخانه‌ای، اسنادی و نشریات، مبانی و اصول فکری-فرهنگی بخشی از این جریان گسترده موسوم به جریان اصلاح‌طلب دینی را، در قالب ایجاد تشکل‌های اسلامی نوگرا توسط آن‌ها را مورد واکاوی قراردهد. تشکل‌هایی که محصول اندیشۀ این طیف در عرصۀ تحولات سیاسی-اجتماعی ایران در این برهۀ پرتنش بود. یافته‌های پژوهش نشان می‌دهد: این تشکل‌ها با اولویت‌دادن به فعالیت‌های فرهنگی سعی‌کردند تا درخور نیازمندی‌های جهان آن روز به‌ویژه دنیای اسلام رسائل، روزنامه‌ها و مجلات دینی را در دسترس عامه قراردهند و دعوت و تبلیغ اسلامی را با مقتضیات زمان وفق دهند، تا بدین‌وسیله ضمن احیاء آداب و سنن بی‌رونق مذهبی، به مقابله با اشکال مختلف بی‌دینی و جدال با استبداد و استعمار بپردازند.
